Meet Rick Bartee

Rick Bartee is a longtime Roseville resident and proven public servant with decades of experience leading teams, managing public resources, and protecting communities. After 34 years with the Phoenix Fire Department, Rick served as Roseville Fire Chief from 2015 to 2024, where he focused on preparation, accountability, and delivering essential services residents rely on every day.

Rick is running for Roseville City Council to protect the city’s quality of life, support smart growth, and ensure city government remains transparent, fiscally responsible, and focused on what works for Roseville.

Public Safety

Roseville is a safe community, and my priority is to protect that standard. Planning responsibly for the future means supporting well-trained first responders, maintaining proven safety infrastructure, and making decisions based on what works best for Roseville. Public safety should remain steady and guided by experience, preparation, and long-term thinking.

Fiscal Responsibility

Fiscal responsibility is about more than balancing budgets. It means making smart, strategic investments, using taxpayer dollars efficiently, and protecting essential services while planning for the future. Through diligent budgeting, responsible oversight, and data-informed decision-making, Roseville can maintain high service levels and long-term sustainability without unnecessary spending.

Smart Growth

Roseville’s future depends on thoughtful, sustainable growth. Growth should happen in ways that ensure the city can support services, plan responsibly, and remain financially stable over time. With careful planning, Roseville can grow in a balanced way that supports today’s residents while protecting the city’s long-term health.

Infrastructure Investment

Infrastructure is a long-term responsibility that requires consistent planning and investment. My priority is maintaining roads, managing water systems responsibly, and supporting public facilities like our parks, libraries and trails through coordinated funding and grants. Taking care of infrastructure today prevents higher costs tomorrow and protects essential services for residents.

Quality of Life

Quality of life is shaped by how well a city functions every day. My focus is on the basics residents rely on, including safe neighborhoods, dependable services, and well-maintained streets and parks. When the city government operates effectively, residents feel the difference in their daily lives.

Transparency

City government can be complex, especially when it comes to funding projects through grants, general funds, and partnerships. I believe serving the community includes helping residents understand how decisions are made and how public dollars are used. Clear, straightforward communication builds trust and leads to better conversations about Roseville’s future.
